No club shall be considered for membership in the League unless it has a minimum of two courts.
Once accepted into the league, in order to host home matches, the club must have bathroom facilities, and guarantee regular court maintenance; i.e. leaf removal, snow and ice removal, and other general maintenance necessary for safe play.

There are geographical limits for club membership. No club shall be considered for membership unless it is within the area already established by the member clubs.

In addition to the scheduled interclub matches, the league will sponsor an opening meeting for all captains and members of the Board of Directors in the Fall of each year.

The qualifications for players are as follows, and if not met properly, matches will be defaulted.
- All players must be at least 18 years of age.
- All players may represent only one club during a given season, unless given board approval.
- All players must be members of a club that has membership in the League, except for playing under a grandfather clause:
- Those who have participated in the League as a member of a club for more than ten years, but are no longer a member of their club.
(A player who falls into this category should apply to their club rep who will apply to the board in writing or by email to the Rules Chairperson for board review and approval. A new letter is required if the player moves to a different team).
- A player may play for another club if her club can not field a particular team in a series. The players shall contact their club rep who will petition the board in writing in each circumstance before each season beginning with the 1993-1994 season (a new letter is required if the player moves to a different team).
Once a player's club has a team in their flight, the player is expected to play for their rightful club.

APTA rules of play shall govern all matches unless otherwise stated.
All players will endeavor to be good sports before, during and after league play.

There will be six series or levels of play in the League. All flights must submit a final team roster prior to the first match. If this deadline is not met, the team is subject to default.
Series A, B1, B2 and C & D will field three doubles teams per match.
Series E will field two doubles teams per match.

Matches will be scheduled for play on Mondays and Tuesdays, and they will begin in September or October. All matches must be played on the dates and times agreed upon and presented via the schedule by the board.
Regarding 2 Court Clubs: For home matches, CT 3 will be played on the same day, at the same time at the away team's court (if one is available). If no court is available at away team’s club at the same time, they are to play at either team's club on the same day, at a mutually agreed upon time. These instances should be noted and arranged for at the beginning of the season when the schedules are received, and reported to the scorekeeper.

Scoring:
Courts are to be played in order of strength (1 -> 3). Any team suspected of "stacking" will be in jeopardy of forfeiting all of the points for the entire match.
Each doubles team for Series A - D will play three sets against each opponent's doubles teams.
The scoring is the following:
Court 1 = 6 points (3 point bonus)
Court 2 = 4 points (1 point bonus)
Court 3 = 3 points (0 bonus point)
Each doubles team for Series E will play three sets against each opponent’s doubles teams. One point will be awarded for each set won. To encourage the strongest team to play on Court 1, a two point bonus will be awarded for the win. One bonus point will be awarded to Court 2 for winning two sets or more. In all, a total of nine points will be contested in each match between clubs.
(Court 1 = 5 points; Court 2 = 4 points. Total = 9 points).
- Before each match is played, captains must exchange completed scoresheets in ink.
Both captains will fill out their scoresheets on the league web site following each match and email them to the Scorekeeper for their Series promptly.
An asterisk should identify a player who was “pulled up” for a match.
- Although the scorekeeper may update the web site after receiving one card, a match will not be official unless both cards are received.
If a default occurs, a card must be sent to the scorekeeper with an explanation.
- If at the end of the season, a match has not been played, no points will be awarded to either team.
- Winners of each Series move up for the upcoming season. The team in last place in a Series will move to the lower Series for the upcoming season. The losers of A may stay in their flight and the winners of B1 may remain in their flight pending board review and approval.
- If at the end of the season there is a tie for first place, no play-off is necessary. Instead, the team that has won the head-to-head encounter during the season will be deemed the winner.

Each home captain is responsible for personally speaking with the visiting captain or co-captain at least 24 hours ahead of a scheduled match. A message left on an answering machine is not contact. If contact is not made and the visiting team does not show up for the match because of it, the home team is responsible and therefore must forfeit the match.
It is required that each team list a captain and a co-captain so that if one is unavailable to confirm the match, the other will be available.

Protected Players: In Series A, a captain will list a #1 and a #2 seeded player on their roster. These seeded players are to be considered the strongest players on their roster. In an effort to maintain the spirit of sportsmanship, seeds may be subject to board approval.
Seeded players must play at least 4 matches during the season.
The #1 player can only play on Court 1 and the #2 player can only play on Court 1 or 2.
If the #1 player is absent, the #2 player must play on Court 1.
A captain can re-designate a seeded player in the case of injury or pregnancy, but failure to play 4 matches will result in forfeiture of entire remaining matches.

Commitment to play:
- A team more than ten minutes late to play defaults their warm-up time. Default time for each match is thirty minutes. If a team defaults a match prior to play, the default can not be rescinded regardless of circumstances.
- A team that has to default a match may choose which court they will default.
- When both teams agree to play and a player finds she cannot continue to play, her team defaults the match, unless it’s due to an injury or illness. If a player is injured or ill during play, her team forfeits that set as well as any unplayed sets. Sets already played shall stand as is.
- In the event of interrupted play, due to inclement weather, matches in which fewer than six games per court have been played, will be scratched and begun anew on a rain date or earliest possible convenience. If however, six or more games have been played on either court, matches must be continued from the point of interruption with the same players.
- The captain of the defaulting team must notify her own club rep before defaulting a match or a court.
Make-up matches must be made up within two weeks on a mutually agreed upon date or on the next rain date if applicable. A make-up date must be agreed upon within three days of the original match, and that date must be made official by reporting it to the appropriate scorekeeper. Courts may be separated if necessary. If a team cannot field a court come the make-up date, the team must forfeit that court.
Holiday or vacation matches may be rescheduled only with the agreement of both teams. These instances should be noted and arranged for at the beginning of the season when the schedules are received and reported to the appropriate scorekeeper.

A match may be postponed by either team if the wind chill factor or temperature is below 20 degrees. Every effort must be made to try to reschedule a match, if possible, within two weeks or on a “rain date” as a last resort. Both club representatives must be called before a default is awarded. A rescheduled match will be played on the home team’s court unless mutually agreed upon by both teams to change the location. The home team captain shall have the option. If the home team’s courts are not playable, the match must be played at the visiting team’s courts if they are playable and available.

Mobility of players:
Each club may move players up or down a level of play only before each paddle season begins. If necessary, a player may play on a higher level twice per season. A third play at a higher level constitutes a move up to that level for the remainder of the season.
A player may only represent one team at their club within a given Series.
A player may not move down to a lower level during the playing season.
Scorekeepers and the Vice President keeps lists of all players and the Scorekeeper must be notified of any changes before play by flight captains.
- If any player on any Series is brought up to play on a higher Series, they cannot play above a player who is already on the roster of the higher team.
- The players’ placement for the following season is at the discretion of the club.
- The penalty for infringement of this rule will be to forfeit the match on all courts.

Balls: New APTA approved balls must be used. It is up to the home team to provide the brand they use in play.

Clothing: Yellow or yellow/green jackets, sweaters, shirts or rain gear may not be worn during play.

If while serving, the service touches the net cord, center strap or band and lands in the proper service court, play shall continue. Let cords are eliminated when serving. Likewise, if the service, after touching the net, center strap or band, touches either member of the receiving team or anything they are wearing or carrying before hitting the deck, regardless of where they might be standing, on or off the court, the server wins the point.

Foot fault: In serving, if a player steps on or over the line before or while striking the ball, she may be issued a warning by the receiver’s partner only. If a foot fault is called again by the receiver’s partner, a point is awarded to the opponent’s team. Please police yourself in practice so that this will not occur.

Reaching over the net: It is against the rules to reach over the net to strike a ball unless it has first landed in the striker’s court. An over-the-net violation should be called by the violating player or partner as a matter of good etiquette. It is not good etiquette for the opponents to make the call and claim the point.

Contact the president of the league for membership application direction. If the president finds that the applicant meets the basic requirements of membership, she will send the list of Club Representatives to the applicant. The applicant will contact the representative(s) she selects and will ask the rep to give her the names and contact information of the captain on the series level(s) she is interested in. She will set up a match (or matches) with the club(s), to be played at the applicant’s club. The applicant must play at least two different clubs, as she must find a “proposer” club and a “seconder” club. The more clubs with whom she arranges to play, the more representation she will have at the annual Spring Reps Meeting to speak on her behalf. The letters of recommendation from the league captains will be sent directly to the league president. At the annual Spring Reps Meeting, the board will vote as to the club’s qualities for acceptance.

Work through club representatives when contacting the league with roster or rule questions.
- Submit a roster to their Club Representative who in turn will submit it to the Scorekeeper and Vice President by August 15th. Any roster additions and changes must be made on the website by midnight, November 20th.
- If a player is moving up for a particular match during the playing season, the captain must notify the Scorekeeper prior to play. A player listed on a lower flight roster may move up anytime during the season.
- Home captains will call visiting captains at least 24 hours ahead of a scheduled match to confirm play.
- Captains are responsible as the “host” for seeing that their courts are cleared of snow or ice and are playable prior to a match. If the host’s courts are deemed unplayable upon match time, the match may be played at a neighboring club’s courts if they are playable and available. If the host knows in advance that their courts are not playable, they must notify the guest team in advance (night before) in order to prevent unnecessary traveling. In this instance, home captains are urged to play at the away team’s courts if they are playable and available.
- Captains see to the supply of balls and refreshments for home matches.
- Schedule all rain dates and report those dates to their Scorekeeper.
- Record and email all scores promptly to their Scorekeeper within 48 hours.
- The captains of the home team or her representative must have an APTA rule book and this League’s handbook available at all matches. All captains are responsible for acquainting her players with all APTA and League rules.
- Captains are responsible for ascertaining that every member is a qualified player as listed in General Rule #5 or not a member of another club in the league.
- When both Captain and Co-Captain are not present for a match, a temporary Captain must be designated and authorized to make decisions regarding play.

Each club must have a club representative in attendance at the LIIPTL Annual Meeting in the Spring.
- Act as an active primary liaison between captains and the Board.
- List proposed series for the following year at the annual meeting.
- Send club dues to Treasurer by August 15th
- Send team rosters to the Scorekeeper and Vice President in accordance with the rules by August 15th.
- Refer to rule #5. c) ii), regarding submission of letters to Rules Chairperson as it pertains to non-member players.

- The Executive Board will welcome nominations for open board positions from all league members.
- The Presidency will be a two-year term with the Vice President in line for the next term.
- New Officers will be presented at the Annual Spring Reps Meeting.
